Does a public records services website keep track of who you look up?

I want to use a paid public records search to look up a license plate to get an address so I can send this driver a letter. No threat letter or anything like that. If for whatever reason that person decides to wonder how I got his/her address and they file some sort of privacy complaint, can that come back to me?



I'd like to kindly request that prospective answer-ers please leave out morality and leave this to facts only please.
