How can I research public records to find out if someone committed a felony? ?

I'm not the one with the felony charge. I'm trying to do a background check, and the felony was committed in 1991. So, how long would that felony record be prominent on someone's criminal record online? How can I research public records to find out if someone committed a felony? ?

You can look that stuff up online,at GovCourtRecords.Com.Its does cost like 30 dollars for registration however.
