What is the difference between the Open public records act and the Freedom of information act?

How are they different?What is the difference between the Open public records act and the Freedom of information act?
some information is open to the public. other information is not open, you have to ask for it. you can for example look up information and get it on your own without asking for it. such information is 'open to the public'. other information you are privy to but you have to ask for it.
