I'm in the UK, I would start by searching www.192.com then I would try www.friendsreunited.co.uk and then I would go for the electoral register's that's assuming he is old enough to vote ( 18 or over), these can be found at the library most local to where he lives. Electoral registers pre 2000, will be stored in the Archives for the city of residence. Hope this helps.
