Are Encinitas building permit records public information? If so, how do I get hard copies?

I am used to researching building permit records on all houses my clients buy before they buy them, but in the case of a house in Encinitas, I can't be sure if the information is public. If you need to go to the county, you can get a copy but expect to pay a fee for it.
