Where can I access public records?

I know it's supposed to be free for anyone to access but the only sites I can find require you to pay. What is the official site to look up public records?Where can I access public records?
I find all my records at the county tax assessors website, register of deeds website, state archives site, I'm in NC so I can google NC offender and it lets me search anyone who has been arrested, not just sex offenders. I type in a name and it gives me their entire criminal record. All these sites are free. It depends on what you are looking for?
Library? and/or like a puplic office where they hold records.

Don't buy into those access sites, I did and it didn't work, I had my credit card company back it out of my account.Where can I access public records?
at the agency that collected the information, duh.
